also, i dont think the operations count, either, even though i think the pic has a solid point. what we are doing oversees right now isnt a war: its not trying to counter a government, its countering organizations; its a reform. in order to declare war you have to have a political body to declare it against. militarist bodies dont count.

wanted to stress that discretionary spending in the federal budget is increased about 8% per year almost AUTOMATICALLY. if congress does nothing except pass the previous year's budget (which one hasnt been passed in 800+ days, and is a violation of the Constitution), that is if congress shows up one day with a copy of the previous year's budget without making ANY changes at all, this new budget will be ~8% higher than the one passed the year before. without a single member proposing additional funding for a single program, the budget increases automatically.
